
General Council
The general council has authority over the drafting and issuance of laws in the Autonomous Administration, as well as supervises the work of the commissions and offices of the Executive Council.

It consists of 70 members, 49 of whom (seven per region) are elected from among the members of the legislative councils of the seven regional administrations. The additional 21 members (3 per region) of the General Council are technocrats and experienced legislators who are appointed from their regions after consultation with their regional administrations. The term for all members of the General Council is two years, and each member is limited to two terms of service.
In addition to the issuance of laws and supervisory roles, the General Council also confirms all members of the Executive and Judicial Council and retains the authority to dismiss members of both councils through a vote of no confidence.
