Social Justice Council: 1,520 convicts used Amnesty Law No. 10

The Social Justice Council in the Democratic Autonomous Administration of North and East Syria revealed the number of those covered by the General Amnesty Law No. 10 of 2024, which amounted to 1,520 convicts. 1,120 of them were released immediately after the amnesty law was issued, in several batches.
The Council indicated that the remaining beneficiaries, numbering 400 convicts, will be released gradually, once each convict has served half of his sentence, in accordance with the provisions of the amnesty law.
The number of convicted women who benefited from the amnesty reached 63 women, 35 of whom were released. The Public Prosecution Office at the People’s Defense Court supervised the preparation of lists of those included and followed up on the procedures for their release from prisons.
The Council explained that every convict who had served half of his sentence, and whose crime was covered by the amnesty law, was included in the amnesty after ensuring his good conduct during the period of his sentence that he spent in the reform and rehabilitation centers.
The Council noted that the amnesty law excluded all those who fought against the Syrian Democratic Forces, leaders and trainers in terrorist organizations, as well as those who caused the loss of lives or committed bombings, in addition to those convicted of treason and espionage. It explained that those included in the amnesty are only those whose hands were not stained with the blood of Syrians.
The Council also noted that some ISIS members who did not participate in the fighting and were limited to working in some civil institutions under the organization’s rule have benefited from the amnesty.
The Social Justice Council confirmed that the amnesty law includes all crimes punishable by Law No. 7 of 2020, and crimes against the security of the Autonomous Administration punishable by Law No. 2 of 2023, and committed before 7/17/2024, except for those excluded according to the provisions of the amnesty law.
The Council explained that this law is applied by the People’s Defense Court in the cases being considered by it, and that the amnesty will include some detainees who will be released after serving half of the sentence.
