بيان صادر عن مكتب حماية الطفل في النزاعات المسلحة 

تداولت بعض صفحات ووسائل إعلامية مؤخراً مسألة تجنيد الأطفال في منطقة الإدارة الذاتية لشمال وشرق سوريا بشكل غير موضوعي ومهني وذلك من خلال عرض قصة فتاة كانت ضمن صفوف قوات سورية الديمقراطية، ويتضح من خلال عرض قصة هذه الفتاة أن تلك الوسائل الإعلامية والصفحات المشبوهة ذهبت الى منحى مختلف عن موضوع تجنيد الأطفال والذي أعلنا سابقاً ومراراً وتكراراً أننا ضد هذه الظاهرة حتى لو كانت ضمن صفوف قواتنا، إذ إن تلك الوسائل الإعلامية تبنت وجهة نظر معروفة بمهاجمتها للإدارة الذاتية وقوات سوريا الديمقراطية.
وتأكيداً منا على ترجمة الأقوال لأفعال ومن منطلق احترام الطفولة استطعنا بعد أقل من شهرين على إحداث مكتب حماية الطفل في الإدارة الذاتية التعامل مع عدة شكاوى بهذا الخصوص وما زلنا نتعامل في هذا الملف بكل شفافية مع أي شكوى ترد إلينا، وذلك بناء على خطة العمل التي تم توقيعها بين قوات سوريا الديمقراطية والأمم المتحدة خلال احتفال رسمي تم عقده في قصر الأمم المتحدة، في 29 حزيران/ يونيو من عام 2019 والذي تم مصادقته من قبل الإدارة الذاتية في شمال وشرق سوريا.                                  .
وبناء على خطة العمل الجديدة بشأن ضمان حماية الطفولة في منطقة شمال وشرق سوريا فإن قوات سوريا الديمقراطية تؤكد سعيها لإنهاء ومنع تجنيد الأطفال واستخدامهم في النزاعات المسلحة، وقد قدمت بشكل واضح بيانات رسمية حول عدد الأطفال الذين تم تجنيدهم في صفوفها سابقاً وأعداد الأطفال الذين تم اخراجهم من صفوفها، ولم يقتصر الأمر عند هذا الحد بل نصت البنود التي وقعت عليها قسد على وضع تدابير وقائية وتأديبية فيما يتعلق بتجنيد

الأطفال وحمايتهم.

وفي تاريخ 20-10-2020 تم انطلاق عمل مكتب خاص لحماية الطفل في الادارة الذاتية من أجل متابعة قضايا حماية الاطفال وتجنيدهم وحمايتهم من أي اذى.
وتلقى المكتب حتى تاريخ كتابة هذا التقرير ما يقارب 86 شكوى من مختلف مناطق الادارة الذاتية ولقد تم تسريح مجموعة كبيرة منهم ولقد تم التعامل مع العديد من هذه الشكاوى بشكل قانوني.
كما يعمل المكتب على وضع لائحة اختصاص ونظام داخلي واستراتيجية لحماية الاطفال في شمال وشرق سوريا بغية التوصل الى قانون لحماية الطفل في مناطق الادارة الذاتية وخاصة في كل من ملفات الاستغلال الجسدي والجنسي للأطفال كما هو الحال في ملف عمالة الاطفال والتسرب من المدارس والرعاية الصحية والتعليم.                                .
ومكتب حماية الطفل مخلص في جهوده ونفيدكم ان الإخلاص في الجهود جاء نتيجة التعاون الكامل والتركيز الكبير من الإدارة الذاتية وقوات سورية الديمقراطية لإنجاح العمل بغية الوصل الى بيئة سليمة للأطفال وهذا يتطلب بعض الوقت وخاصة ان المكتب محدث حديثا ويحتاج الوقت لوضع الخطط المتكاملة لحماية الأطفال في مناطق الإدارة الذاتية.              .
هذا وتؤكد الإدارة الذاتية لشمال وشرق سوريا ممثلة بمكتب حماية الطفل أنها مستمرة بعملها وباحترام المواثيق والاتفاقيات الدولية بشأن حماية الطفولة ورعايتها بشكل جاد وبعيداً عن الشعارات الإعلامية. وإذ نؤكد أننا ماضون بهذا الاتجاه لبناء مجتمع خالي من العنف والتطرف ولن نؤول جهداً في تحقيق الامن والأمان لكافة أطفال شمال وشرق سورية.

A statement issued by the Child Protection Office in Armed Conflict

 

Some pages and media outlets have recently discussed the issue of child recruitment in the Autonomous Administration in the north and east of Syria in Not subjectively and professionally manner, by presenting the story of a girl who was in the ranks of the Syrian Democratic Forces, and it is clear through presenting this girl’s story that these suspicious media outlets and pages went to a different direction.  On the issue of child recruitment, which we previously and repeatedly declared that we are against this phenomenon even if it is within the ranks of our forces, as those media outlets adopted a view that is known for attacking the Autonomous Administration and the Syrian Democratic Forces

 And our emphasis on translating words and deeds out of respect for childhood we were able after less than  Two months after the creation of the Child Protection Office in the Autonomous Administration, dealing with several complaints in this regard, and we still deal in this file with full transparency with any complaint that comes to us, based on the work plan that was signed between the Syrian Democratic Forces and the United Nations during an official ceremony held at the Palais des Nations  The United Nations, on June29, 2019, which was approved by the Autonomous Administration in North and East Syria

 and based on the new action plan on ensuring child protection in the logic of  In northern and eastern Syria, the SDF confirms its endeavor to end and prevent the recruitment and use of children in armed conflicts, and it has clearly provided official data on the number of children who were previously recruited into its ranks and the number of children who were removed from its ranks. The matter was not limited to this point but rather stated the items signed by the SDF to establish preventive and disciplinary measures regarding the recruitment and protection of children

 and on the date 20-10-2020 the work of a special office for child protection in the self-management was launched in order to follow up issues of child protection, recruitment and protection from the office until the date of writing this report about( 86)complaints from the various Autonomous Administration regions and a large group of them have been released, and many of these complaints have been dealt with. It is legal, as is the case in.

 The office is also working on developing a jurisdiction list, a bylaw and a strategy for protecting children in north and east Syria in order to reach a law to protect children in regions Self-management, especially in the files of the physical and sexual exploitation of children, as preceded by child labor, school dropouts, health care and education

and the Child Protection Office is sincere in its efforts and we benefit you that sincerity in efforts came as a result of full cooperation and great focus from the Autonomous Administration and the Syrian Democratic Forces to succeed in the work in order to reach a safe environment for children and this requires some time, especially that the office is newly modernized and it takes time to develop integrated plans to protect children in the Autonomous Administration areas

This confirms the Autonomous Administration of North And eastern Syria, represented by the Child Protection Office

 is that it continues its work and with respect to international conventions and agreements on child protection and care in a serious manner, away from media slogans.  Emphasizing that we are proceeding in this direction to build a society free from violence and extremism, and will not make an effort to achieve safety and security for all children of north and east Syria
